Sudden very low pageviews/impressions ratio for two specific countries

I have traffic from many different countries in the world and normally my impressions/pageviews ratio is arround 2.5 - 2.9.

But since 16 Oct 2019 ratio for two specific countries(Russia & Ukraine) suddenly became extremely low often less than 0.9.

People there have more page views than impressions! Also page RPM and impression RPM for these two countries is now 6x less compared with years of historic data. Rest of the countries (like 80% of my remaining traffic) seems unaffected by this problem.

Looking back at my 5+ years AdSense history this never happened before. Any idea what it is?

Also I disabled auto ads everywhere even in labs but I still noticed that auto ads showed up in incognito mode and I had to manually remove cookies. I haven't seen them since but I am still worried

so problem was in Policy Center (ads are disabled on some pages) AdSense did not send me any mail about it.
So I got my answers. I would delete this thread if I could, sorry.

Sorry that you noticed the problem, but any problem with an answer can help other webmasters think of a possible explanation when they notice a similar problem. It can help other people find a solution. So thank you for sharing your solution.

so my ads are enabled again just few hours after requesting the review. That made me sad because problem could be fixed in matter of hours and not 14 days during best period of the year. (I believe pages were flagged by mistake). Lesson learned is not to rely on mails and check policy center frequently.

Periodically check your policy center even if you don't think it's possible that you will have issues.
