I have a website which is an online dictionary. It has a custom made search that returns results for words and groups of words.

Am I allowed to place google ads on the results page, even if the user types a word that has no results?

The ad won't be placed to look as a result, to mislead, I would place a big banner above the footer that will look like an ad.

No, because adsense forbids to place ads on page with "no content".

As for your main question, I guess it depends of the real amount of content that the search result page is showing. If it's only links to other pages, I would consider this "no content". If bellow each answer, you have a significant amount of text, it might be okay.

But all this remains in gray area to me.

Also, keep in mind that, with the brand safety mechanism, ads will show only if the same search results page (same query) is visited "several" times by "humans".
