I am developing a website which users can upload music there. People can listen to them on the website but there is no link for download there. Users can also put link to the sites that sell those musics ( if its available ). In terms and conditions of the website , users agree that do not break the copyright violation and also I have a form that people can report copy-right violation and I can remove the violated material from there. Can I use google Adsense or other alternatives for this website?

Welcome. Ask AdSense themselves. This link "might" help you somewhat.

Anytime you have user generated content you have a small chance of running to troubles. I think it goes a little bit further than copy right but other policies. Consider people posting adsense forbidden topics as song tracks like erotic stories and such.

You are in essence 100% responsible for all content on your site, when monetized with adsense, whether or not you have created the content yourself.

If I am to do it, I'll probably put adsense on "upload" pages or pages where users access their own uploads. But probably leave out ad slots where people are viewing other people's stuff.

It kinda goes against the usual YouTube stuff where there are cases of crazy stuff being moentized, but it's another case of do what you are told but not what they do.

Another way is just do it, until someone complains, and you'll run into trouble of trying to sift through thousands of pages / or music files. And you will most likely give up adsense at that time and opt for another way to monetize. I have heard quite a few stories about that scenario through the years. But with slightly different setup here and there.

Thank you. Your ideas and information are valuable. I think I have to confirm what users send to the site , at least in the beginning to avoid the problem you mentioned.
Whats about trying other companies? I checked yllix.com but I dodn't like their quality of ads.
I talked with infolinks.com and originally they accept the idea but they said they also have to check the website. I think I have to go through it and test. There are also some other competitors which I don't know if they are good like Chitika,Popcash,Media.net...
Its really unfair that google does this for its own youtube, but other can not do that!
