I've tried and tried to set this up, I thought I'd successfully done it but it still isn't working. This is what I did for three ad networks.

I created a header and footer advert in inventory. I then created an order for Network #1, followed by two adverts (one header, one footer) as line items for Network #1.

I then created an order for Network #2, followed by two adverts (one header, one footer) as line items for Network #2.

I then created an order for Network #3, followed by two adverts (one header, one footer) as line items for Network #3.

For all adverts the settings were price priority, end time unlimited, limit none, display creatives one or more, rotate optimised. All these were left as default apart from type which I set to price priority as I wanted Network #1 to appear first, but I had hoped the others could also appear if Network #1 couldn't deliver. But this didn't work.

For rate, network #1 was the highest at 0.75. Network #2 was 0.60 and Network #3 was 0.50.

Only network #1 is showing as delivering, the other two have stayed as Ready for 3 days, and simply will not deliver. Clearly I've done something wrong and price priority isn't working as it is ignoring Network #2 and #3 completely.

Can anyone help?

faceman: You said you have a cap of 6/24 for your Network 1, but no caps for Network 2 and 3. Are they all competing at the same eCPM or do you have N2 and N3 at a lower eCPM than N1?

Network #1 is �1 but currently only making �3 a day (it used to be �7-8 before I capped it)

Network #2 competes at .60p and used to fill 10-11%, but since the capping of #1 they fill around 20% at a higher cpm which makes up for the loss. Then it passes back to network #3 if they don't fill.

I tried capping them all in DFP a few weeks ago but the revenue shot right down.

Hmmm...tough to say without seeing the reporting from the three networks, specifically what type of inventory they aren't able to fill. What is the fill rate of Network 1 at the 6/24 f-cap?

5-6%, it literally only went up 1% since I capped it, even though revenue is down 50%.

I have a partner that pays a fairly high fixed CPM. But the ad only shows 5%-20% of the time depending on the day. Virtually all my traffic is US based. Talking to the partner it pretty much depends on what is going on with their setup and not my site.

I was thinking of using DFP to have other networks in the stack? below this network when they don't deliver. But it sounds like DFP can't detect when a network will deliver a blank ad. Is this correct?

What would yall do in this case. The CPM is high enough that dropping the network is unappealing but I would like to monetize that ad slot in the cases where the partner displays a blank ad. And I would prefer to not backfill with adsense. I have other adnetworks I would prefer to use instead.

I, personally, don't pass from one network to another as there are too many impressions lost and no way to track where. I create custom ads in Adsense for each partner and pass back to adsense. I look at the total value of the network (network earnings + networks's Adsense passback earnings) / impressions served in DFP. This gives me a true eCPM value to use in DFP without relying on the network's own reporting for impressions. I've found that most networks track around 85% of the impressions served in DFP. Some network way under report impressions which over estimated your actual CPM rates you are getting for them. Passback to Adsense impressions usually track around 75%. I've seen some networks where only 10% of what they don't fill actually are tracked in Adsense. If a network only tracks 50% of what is served in DFP, only fills 10% of those impressions, and then only 50% of the passback impressions make it to Adsense it really doesn't matter what they report their own CPM rate to you is -- it's probably not a partner you want to work with.

I understand what you are saying about networks underestimating impressions. What I do with this network is I look at the revenue and compare it to the total impressions in analytics for that day to calculate my effective CPM for that slot.

The CPM is ok but I know it would be increased if I could utilize the times where the ad is blank. Could I do that with a passback in DFP?

I had made some progress with this but I have hit a stumbling point. Current set up is network #1 has a cap of 8 then it starts picking network #2, and the passbacks in network #2 go directly to network #3.

So what I wanted to do was place the dfp passbacks instead in network #2, so that it goes back to dfp and picks the next in line. But it doesn't appear to be working. I notice changes in the way my website loads whenever I make this change, like it doesn't stop loading. The advert will be blank for a good few minutes then one eventually shows up. I'm pretty sure it is looping, and that it is going back to dfp and selecting the same network over and over, and not picking network #3 which I thought it would.

What is the correct way to make this happen?

If you're going to use DFP passback code in your networks, you should set up a new set of ads in those networks to go in the passback code, otherwise you risk the infinite loop.

BTW, this is exactly what our Google rep said to do:
