If you already have an AdSense account as you mentioned here when asking about increasing CPC: [webmasterworld.com...] you can use the same account for all your websites.

If you have an active AdSense account, you do not need to resubmit each site you own for a new account, just add it to your sites in your AdSense Account.

I know this but i want to prevent from closing the account because i read that if a website in your account has a problem with invalid click or traffic google disable it. I speak with some other people in my country and they have the same problem that google doesnt approve their account too.
Sorry - it looks like I was answering the previous post while you were posting another. If an AdSense account is disabled they do not usually approve a new account for the same person. The same way they do not allow multiple accounts per person. There are business accounts that do allow multiple accounts, but for the average person you get one chance and that's it. A disabled account means game over as far as I know.

Make sure your website is published in one of the approved languages. AdSense is not allowed on websites with content that is primarily in an unsupported language. Your AdSense account will not be approved if it is mostly in a language that's unsupported by Google AdSense. The up to date list of languages is here [support.google.com].
Here is the list that's current as of today, April 29, 2016:
Arabic
Bulgarian
Chinese (simplified)
Chinese (traditional)
Croatian
Czech
Danish
Dutch
English
Estonian
Filipino
Finnish
French
German
Greek
Hebrew
Hindi
Hungarian
Indonesian
Italian
Japanese
Korean
Latvian
Lithuanian
Malay
Norwegian
Polish
Portuguese
Romanian
Russian
Serbian
Slovak
Slovenian
Spanish
Swedish
Thai
Turkish
Ukrainian

You can meet all the criteria and still get rejected. Usually it's down to a difference of opinion in regards to the quality of the website or content. You may think you meet the quality standards, but Google may disagree.
And if you already have an account, you certainly don't meet the criteria, and you simply won't be allowed to have another. I wouldn't worry about your account being closed due to invalid clicks unless you have reason to believe there will be invalid clicks, in which case you need to work on decreasing that risk as much as possible. Trying to get another account is not a solution.
