Can google ads be placed as a widget on wordpress in a sticky sidebar, which moves with the content?

Nope
Drawing unnatural attention to ads includes placing Google ads in a floating box script that causes the ad to appear in a “sticky" position on the page as the user scrolls down. This type of ad implementation is not permitted.

Plus, it would be kind of dumb to show only the one persistent ad! (even if you have others showing). This would screw with viewing metrics something fierce.

What if you have a call-to-action button (anchor link hash-tag) that scrolls you to a particular part of a page that prominently displays an ad unit?
