This is not true at all. Advertisers will pay the exact same amount for your ad inventory, no matter where your AdSense account is located. There is really no difference whatsoever. What mattes, though, is where your traffic comes from. In this sense, UK traffic will be more profitable than traffic from India, for example.

So just go ahead and open an AdSense account and provide your real address.

As LuckyD says, it's not where you set it up, it's where your audience is based, and, importantly, if your site is a good quality site it'll attract quality inventory. You're chasing the wrong thing, imho, and creating a MFA site around the ads will struggle to perform. Create the site first and get the traffic, then add advertising to supplement the overheads.
