Seems pretty clear here, but if you don't understand, send an email to support. Are you using responsive ads? Are you hiding the ads with CSS?

I used to look at it this way, if I could view the source of the page and see more than three ad blocks, that was not good. Now though, you can hide responsive ads with css and this isn't necessarily a fixed measure any more (at least where responsive is concerned). Now, you have to look at each resolution and see how many ads are showing. If you're not using responsive units, I'd be wary of what the back-end is generating and how it's showing/hiding the units. I still use my general rule of thumb though and try to never have more than three adsense script blocks showing up in the page (view source) at any time. Yes, there are legitimate ways to have more but you really need to pay attention to what you (and your CMS) are doing.

I believe I've contacted adsense about this in the past. It was my understanding that including AdSense code on a page but not displaying it via CSS is a problem. But if on the server side you have conditions set up where only code for displayed ads is selected and included in your HTML, that's fine.

This is true for non-responsive ads. It's allowed for responsive ads. See [support.google.com ] under the Techniques to Avoid section.
