Floating Ads on mobile?

Example sites that use them and are they allowed?

For example, about.com uses a small floating add at the bottom of the screen when viewing the site on mobile.

I've seen this on a lot of other sites.

Is this allowed by adsense, or do they have a special 'deal' with them?

In limited roll out. Look up adsense anchor ads.

They are showing on my site as well although I can't seem to find a channel for them in the adsense panel.
