Responsive Design Website - Maximum Number of Ads

I have implemented a Responsive Web Design for my website and I stick with the maximum number of Ads Allowed (3 AD Units for content, 3 link units and 2 search boxes).
When my site is viewed on a mobile device, the HTML will not change of course (since it's a Responsive Design) and the 8 units will render as usual.

Is this a violation of Program Policies? Is the number of allowed ads different on a smartphone than a desktop?

I could not find any information about this and I appreciate if someone knows the answer.

PS: My reasoning is that it is not a violation because Google itself recommends Responsive design and advises not to touch the HTML no matter what the device is, I'm just not sure
