Just came to a web site.

To bring the focus of scrolling away from the Google tool bar to the web site, I clicked in a grey area right of the article, an advertising opened.

I controlled the site: right of the article was AdSense, but all the area left of the article, mouse over showed the google doubleclick URL.

Next I wrote a comment. After sending the comment

"Your comment waits for moderation. Please click on a banner of one of our partners"

I want to report this fraud, bud can not find out where.

Is there a blue arrow in the upper right corner? Click on that, and then scroll down to the bottom of the page.

It's a googleads.g.doubleckick.net address,
but it becomes more strange.

With mouse over the ad, I see no URL.
Only left and right of the content, I see the URL shown in MSIE.

Reload the page again until you see an ad with a blue arrow. Cllick the blue arrow, scroll down at the very bottom of the page and check "report this website" then fill out the form questions.
