Ads not relevant - advice appreciated

So one of the sites I manage focuses on fashion. I started the Adwords campaign for a client that is in the college/online degree industry and the CPC prices are crazy high. So, I thought to myself, I would build a page on my fashion site about colleges that offer fashion design majors. There are a lot of these colleges and they are heavy Adwords advertisers. I built my fashion degree page, but the ads appearing are just by typical fashion retailers - no ads by the schools. The content is pretty good - AdSense's matching algorithm should know to serve up ads about fashion colleges - not just ads about buying clothing. The page has been live a week now so I figure the ads would be relevant by now but they are not. As an experiment, I built a page about online MBA degrees and very quickly all the ads were about MBA programs so I'm stumped why my fashion college page is not pulling the many fashion college adwords advertisers.

Thoughts?

Maybe the Fashion ads are outbidding the fashion college ads?

Its always been an adsense problem. You have a two word topic and there is no way to say which is the prominent one.

I had the same problem when I ran a site for a community arts organisation. We had lots of references to music clubs and kept getting ads for night clubs when the ads that would pay would be for music books, recordings, festivals etc.

All I can suggest is some careful category blocking.

Good news is that ads that are college related are finally showing up. But there are not fashion related; hopefully in a few more days Google's system will optimize even more. Because there are tons of advertiser for fashion degrees/colleges, etc.
