Keyword Tool CPC doesn't match the real CPC

hello all,

I just purchased a domain (exact match of a popular phrase) and set up a blog.

I embedded Google adsense on it and noticed 2 clicks earning 1/10th of what the estimate shows on Keyword Tool.

Why is that? Is it because the site is new and Google factors that in as a quality score for the site? Does it take time? This is a legit blog and I have been updating it every day however, its been less than a month that the site is up and running. (aka no Google traffic yet)

Also, now it made me wonder:

Is it possible to setup a blog on Insurance, Finance or Credit cards where the CPC is extremely high or would Google ban having Adsense embedded on a such a made-for-adsense site especially if I just started such a blog?

Does traffic, natural traffic, back-links, and page rank effect the actual CPC? Or do all sites with the same topic earn the same CPC?

Do some searches on "smart pricing" The short answer is - traffic quality matters. Big time.

You must of course realize you're not the first one to come up with the idea of creating a blog in a high paying niche just for AdSense earnings. And you must of course realize that Google would come up with some remedies for that.

I thought so. I just discovered high CPC's in the $30-$40 range and before getting too excited I figured I should do some research.
