You can't. Period. Not even if you've received the amount required.
You have to earn $100 per month, or £60pm, and (guessing here) €60pm. Then it is sent out either via EFT or Cheque. They are slowly stopping the latter.
Unless things have changed since I joined, they will send the PIN in the post. Personally, I do not remember having a PIC code, but it could be different from country to country.

So you mean that i have no chance to get the money ( if i dont earning more than 100 $ )_? yes I earn only 15 or 20 $ per month.

No, you just need to wait till you get to $100 (many of us had to do that when we first started out) or find legitimate ways to get more traffic.
