I'm not even entirely sure what you're asking, but it sounds like you're asking if the performance of one page can have an effect on the overall performance of the site. If that is the question, all I can say is that I haven't seen it on any of my sites, but I guess I wouldn't rule it out.

You could always try replacing the ads with text or image links to your higher paying pages. Run a test for 7-10 days and see what happens to your overall earnings while looking at CTR and Page RPM.

I am sorry I was not clear.

Let us say that a landing page has 10000 impressions but a very small amount of clicks, but the total amount of actual clicks adds up to decent income. Instead of removing the Google ads, which result in the page have a low CTR and not looking as attractive and potentially not making the Google search happy due to ad to content ratio, should I leave the ads since they bring in income, even through they lower the overall CTR for the entire site? The ad to content ratio is confusing to me just as the acceptable CTR allowance is for landing pages which are designed to lead people to drill down to subordinate content.

I guess it depends on what the overall goal is for the site. Is it an ecommerce site? I know some people (even some high profile ones like Walmart and Target) put AdSense on ecommerce sites, but I for one would never do that. If I have ecommerce going on, I want the sale, not the click.

(Don't do things for Google, do things for your users. There's no guarantee that, even if it works, Google won't change something down the road and undo what you did)

I would focus more on Page RPM and less on CTR. In other words, two pages can have same Page RPM but vastly different CTR. If you have pages with very low Page RPM and you think the ads detract from the viewers experience then those are the ads I would remove or replace.
