I'm only getting less than 3 cents CPC, is this normal? Will it get higher?

Some niches do pay that low. But sometimes ads do start that low and increase with time, but rarely out of the ballpark.

It really can be niche dependent and also the click volume you are getting, some niches used to pay only 1 cent however thousands of clicks per day can make up for that plus if you have a high volume site, say 15-20 million pages per month, you may be getting CPM ads from advertisers who will pay a fixed cost per thoousand impressions.
If you are only getting 15-20,000 impressions per month and a very low CTR then maybe AdSense is not a good fit.

In my niche I have had clicks pay anything from 2cents to 2dollars, no pattern just good days and bad days. If you have had clicks on cpm ads it is going to push the average epc down of course.
