Just now I found a website that has 10 adsense units in its main page. This site has a ranking below eight thousand on Alexa.

Does Google give special permission to particular sites because of the popularity of the site or it is that the site has tricked Google?

Put it this way, I reported a site that had 21 on one page. They no longer have an account.

Google doesn't have time to audit every site with AdSense, but if you put in a complaint then there's a small chance they will.

There are premium publishers who have "special permissions"

Then there are non-premium publishers who are yet to be removed from the program

No, its not published on the site, but if you view source you will see different Adsense markup - thats normally the telltale.

I've seen a few new styles lately.
One changed the colour of the link when you hovered over it. Another made the background change colour as you hovered over it. And another had the adverts in itallic.

But hold on, shouldn't the ad units not show up if there are more than allowed?

I remember asking Google if it's OK to place the ad code in a Blogspot template so there were more than 3 pieces of ad unit code in HTML code, and they responded "No problem"

Funnily enough, I made a comment a year or two ago in here AND to GAd, when Google was featuring "excellent examples" of how to use Adsense on their website and one of them had 4 very obvious adsense units on the same page when there as supposed to be a maximum of 3. So either GAd can't count very well or they just don't care too much.
