Assuming all other variables the same, would the cpc (earned) be the same from a user in China as it is from a user in UK as it is from a user in US... etc?
That said, I can tell you that from the advertiser's side, running the same ads on the content network in Country A and Country B results in consistently cheaper clicks from Country B even when we start with the same bids in both countries.
