"Answer" website without answer

Isn't a violation of the TOS

What I mean with the "answer" website are like those websites where anyone can post a question while wait for other visitors to answer it, like what Yahoo have - (okay! like answers.yahoo.com).

I always encounter a webpage of this website where the content is nothing but a one-liner question - usually an interesting question, but have no answer. So, this webpage is essentially worthless - no value to anyone who visit that webpage. What is funny is that it has a large banner of adsense ad in it. Isn't it a violation of the adsense TOS? If this kind of practice is allowed by Google, could I simply make a website containing every possible question in the world per page, and put an adsense ad in it. What is your view on this?

These people take risks with their Adsense account with borderline practices. Are you willing to roll the dices?
