Why the urgency?

i have a blog and having morethan 6months age so i need to open a new account its very urgent.

You have worked for six months on your blog, and now you need to open an account "within one hour"?

You know that you still have to wait until you've got the first $100 in revenue before Google pays? And even if you reach $100, you will have to wait another couple of days (weeks) until the money actually finds you.

If I were you, I wouldn't hold my breath waiting for this money.

A friend of mine has a website that is more than 2 years old and applied for an adsense account recently .. his application was approve a 4 days later.

You need to contact Google directly if this matter is that urgent. I don't think anyone here can help other than tell you to apply to the program and keep your fingers crossed that you're accepted.

I can't imagine any need for urgency unless perhaps you might be trying to recover from an account closure. The expression "new account" worries me but that could simply be language difficulties.

He may be having a surge of traffic to his blog that won't last forever and needs to capitalize on it.

New blogger accounts with decent content on it get approved in 4 working days..I read that last evening..
