Is it legal to drive a lot of traffic through advertising?

I currently have a Forum which have a good traffic , and a forex directory

I currently have a Forum which have a good traffic , and a forex directory which is still very new
the question is
can I put ads on my high traffic site to the new forex site? by the way they are not related and in different languages.
also can I buy advertisements on much high trafiic sites.
just banners
no pop-ups or redirect (I know they are illeagal)

Yes, but they may not be effective at all. If I see ads for a non-English website I ignore them completely.

You can do that. But you will most likely be smart priced to the point where you won't earn much, and if your traffic doesn't convert for the advertisers, or looks like it's not relevant to your topic, you may at some point get an email saying your site represents a risk to the advertiser, and then your site or your account gets banned.

You're better off trying to draw traffic that's going to be generally interested in your site than just a high volume of people you hope will click on high paying Forex ads.
