The pages are for widgets in certain countries. So a user will type 'widgets in japan' and they will land on my page which lists all widgets available in japan with the adsense underneath the listings, if there are no listings, the adsense appears close to the top of the page underneath a line of bold text informing users no widgets in japan have been listed on the web site. After the adsense code is quite a bit of information about widgets and japan so the pages have plenty of relevant content.
Im just a bit worried such a continuous high CTR. Should I be?

Do you know what percentage of your clicks come from these pages? I don't mean to alarm you, but my visual on the above seems a bit SPAMMY/MFA.
Different people here will have different opinions, but I would probably leave AdSense off those pages or do whatever I have to do to get some Japan widget listings ASAP.

I seem to recall two areas where you may be close to the line, if not a bit past it.
Double check the TOS again, looking for references to not putting ads directly under headlines, etc.
Also look for references to putting ads on empty (meaning no listings) directory style pages.
I could be wrong, but I think you may well be on thin ice.
