Here is what I do - AdSense Setup tab to Ad Review Center --- Use this page to review and allow or block all ads that have been placement targeted to your site.

Settings: Run ads immediately

They may be allowed to run on your site, but they may not be competitive enough to run on your site. In order for them to run, they have to beat out other higher paying or more relevant ads. I have ads like that in my Ad Review center too. Never seen them on my site, because other ads are beating them out. If I put up more ad blocks, there'd be less competition for space and I'd probably see them (but they're probably low paying so who wants to do that)

Just because you've allowed them doesn't mean you'll see them on the site. Seems strange, but all you've done is say that they COULD appear on your site. But they still need to win out in the AdSense algorithm.

I keep an eye on the Ad Review Center and I've blocked some ads there, but of the ones I've allowed, I've never seen any. And I don't expect to any time soon. I figure better safe than sorry when it comes to the ones I've blocked, and the ones I've OK'd at least are in the mix for the "auction."

No, there isn't. That's in Google's black box, and is constantly shifting. It also must be very complicated. They have to take into account the bid on a PPC ad and its actual or projected CTR and compare the eCPM on that to the CPM being bid by an advertiser with a placement ad.

Some sites get a lot of placement ads. I never see them, I assume because there is too much demand by per-click advertisers--the placement advertisers just don't bid high enough.

okay, I appreciate your time to help me. There are so many questions to something that is so simple... Learning the hard way has always been a way of life - but this is totally a different animal.
I have made so many mistakes and I just can't afford to make many more.
