TOS Issues?

AdBrite has a system where you can enter information about your eCPM and code from another ad network, such as Google AdSense, and AdBrite will then return the ad that has the opportunity to make the most cash per click, whether it is their ad or Google's ad.

So, my question is ... what's to lose? Is doing something like this a TOS violation with AdSense?

I've been using Adbrite with Adsense. Google is okay with it as long as the two ads don't appear side by side each other. EXample, you can put ADbrite in the middle of the page, while Adsense on top. You can't put them both on top.
