Getting Alternate Ad When Plenty of Ads Are Available

I have two 4 ad units on a page. One of them is fully populated with 4 ads and scroll arrows that display 4 ads 4 or 5 times. The other ad unit is defaulting to my alternate ad. If there are so many ads available for the first ad unit, why are none available for the second ad unit?

I suspect a glitch in adsense today - I was seeing alternate ads on my centre-of-the-page ad block today. I usually see almost none, today there appear to have been hundreds.
Hopefully they are aware of it and addressing the issue :)
