This phenomenon is, in my opinion, perhaps a bit confusing, and could result in several responses of legit publishers.
One is to ignore the discrepancy and to continue to avoid even the behaviour that Google does not prohibit explicitly, but might have in mind with certain phrases that could be explained in more than one way.
Another kind of response is, and I am not saying we should do this, to follow the Adsense TOS by the exact letter of the agreement, nothing more, nothing less.
If one were to live up to the Adsense TOS in the second way, then what could be elaborated about what Google says about only having one Adsense account per publisher? Where is the exact phrase that prohibits us from having more then one Adsense account? Is that phrase crystal clear and can it be explained in only one way? Or would you recommend Google to improve that particular phrase?
I can't say I blame them.
Let me add a warning for Adsense beginners:
Do not try to create 2 accounts! That will cause you a lot of trouble. You are however free to have a debate about the Adsense Terms of Service.

It seems there is wide agreement about this policy, so what's the point of debating the actual wording?
If there is a wide agreement about a certain policy, but nobody knows the exact phrasing that lead to that agreement, then that is the reason for having a debate.

It says:
Publishers are not permitted to maintain multiple AdSense accounts under the same payee name.
And (by means of FAQ)
I need a separate account for my business.In this case, you may submit a new application. Please make sure that the account type (individual or business) and payee name are different from your original application, and ensure that you can accept payments to that payee.
Now who thinks there is a "wide agreement" about not having two Adsense accounts?
Based on Googles own phrasing I state that not being allowed to have two Adsense accounts is a myth. Anyone is allowed to have two Adsense accounts. As long as it is implemented as described above.

Multiple accounts held by the same individual or entity are subject to immediate termination unless expressly authorized in writing by Google
Thus, you may have one account per entity. If you own multiple companies, you can have one AdSense account per company/entity.
