In your AdSense account, the AdSense Setup tab is right next to Reports.

Sounds like you'll need to email adsense-support@google.com and ask them.

Video Units are currently available only to publishers in certain countries who have English-language websites.

If you do not see the Video Units option in your account, it is because we do not offer Video Units in your location as yet.

Thanks, AdSenseAdvisor, but shouldn't it be based on the site's language, rather than where I live? I'm an American with English sites, but live in Sweden, for example; why should my residence have anything to do with it?

It should not have anything to do with it, but Google does not like to handle things by hand, they like to let software handle stuff. That is the way Google does stuff. Software is even more stupid than people, and people can be pretty stupid.
