Adsense in Google Gadget

I've been testing out some other people's Google gadgets to try and get an idea of common practices I can use in my own gadgets I'm playing with.

I see tonight that many Google gadgets have a 234x60 text ad at the bottom of them!

Wouldn't you think these would be against TOS?

I know, when looked at directly, these can just look like a small web page. But these aren't designed to be looked at directly, they're being viewed in a window as part of another application (iGoogle or embedded on someone else's web page). Wouldn't this be against the TOS that says Adsense can't be popped-up or embedded in other applications?

I have a Google Gadget of a map of gasoline prices for my area on one of my pages.

I noticed that the 234x60 text ad is at the bottom of the page.

What I did was change the size of the iframe so that ad does NOT appear on my site.

I remember reading somewhere that having AdSense with 2 different publisher numbers on one page is strictly against the TOS.
