both image and text ads come in two varieties – cost-per-click (CPC) and cost-per-thousand-impression (cpm)

That could explain your situation, or could be a delay in earnings update.

This has been discussed in previous threads, where we've been told that a phone number in an ad increases the advertiser's credibility (presumably because it suggests that the advertiser is a real merchant or service provider, not just an arbitrageur or affiliate).

Since Google (like us) earns its money from ad clicks, it stands to reason that Google would clamp down if its data indicated a loss of advertising revenue from having phone numbers in ads.
