Hi,
Maybe because you need the reply from an owner of an image hosting site you are not getting any replies.

What kind of ads do you see on your site? I am guessing random non topic specific that is if ads show at all..

Low impressions, low ctr, no content..

I would heavily stick to Picasa & firefox referral if I were you

As an advertiser I don't like traffic coming from image hosting sites, often the traffic is fraudulent (maybe not due to the owner, possibly people trying to 'help out') and it's often poorly targeted.

I'd try to put content up on popular pages that gives Google a chance to understand what ads best fit the content, otherwise you'll get cheap ads.

Try putting as much text as you can in discribing the picture or giving a short history of it...etc.

I have thought about starting an image hosting site as it would complement what I do already, but I think the advertising revenue would be hard to generate. People uploading images will not leave good text for contextual ads, and people viewing the images will I think not be interested in the adverts anyway.
I am surprised you are getting the CTR you are getting, and I doubt adwords advertised like the traffic you generate which is more likely to be clicks of the "thanks" kind.
