The system worked exactly as it should have, at least in my case.
But in your case, I believe you were before they started the PIN process, so they won't require that process for you.
We started issuing PINs as a way to verify publishers' addresses and protect their personal information. For publishers who joined after January 2005, you'll need to enter a PIN before you receive a payment, regardless of the form of payment you've chosen.
You can check if you've been sent a PIN and request a new PIN if it's been lost by following the steps found here: [google.com...]

Anyway.. I have moved to an other country (and bank).
I asked AdSense if it was possible to change the bank info. They told me that the only way of doing this was by opening a new AdSense account and, closing the existing account. I had to email them the new account info.
This was all done within two days..
Now when I login on the new account there is a small message saying "Your payments are currently on hold. Action is required to release payment."
When I follow that link, it's asking for a PIN code.
They have send the PIN code to my new address, but till now it did not arrive... (the new account is only open for 4 days now)
I guess the PIN is only for new members ;-/
