if you are converting your traffic to some region that has a different language then you can use hreflang attribute..but if you are going to the region where the searches are done in the English language..then you have to do proper keyword research on which you want your website to appear.

Secondly, publish the content that meets closer to the searcher's needs..then go for backlinks from the hosting domains of that region relevant to your niche.

Thirdly, make sure your social accounts are very active and strong to give Google a signal of your popularity in those targetted regions..

In most cases a wider global audience comes from general global domains such as ".com", ".org" or ".net". If the current domain is not one of these then your content will have to be the draw and using advertising or other methods in the target countries to generate new traffic.
