I have started with a website that sells around 20 products (our own brand) directly to consumers in a small country (Bulgaria).
We don't have very high competition for the keywords I am trying to rank for.

I have two questions.

1.)
As the site language is not English and we don't have that many relevant websites which would link to my website, it won't be easy to get enough back links from related websites.
Will it be a good strategy to setup my own websites (say 20 websites) and post regular content on those websites.
And, have keyword targeted links to my main website.
I am not trying to do it quick. But, this would be a gradual process (one link per month from each of the websites).

2.)
How much importance will be of local hosting?
I am in Eastern Europe and I can host the linking websites in Netherlands, France or Germany quite affordably.

Is the domain name a generic TLD like .com or .net, or does it use the country TLD .bg for Bulgaria? If you use .bg, it doesn't matter if your site is hosted in another country. The search engines will figure out that your site targets Bulgaria based on the country code in the domain name and the language used on the pages.

Backlinks from those other sites you create probably won't be worth much, since they will be new low authority sites without any backlinks of their own.

You also have to be very careful that google's algorithm doesn't catch on to your scheme.

In sum, there's a good chance that you would expend a lot of time and effort and get little, if any, benefit from it.

I am having this concern however as I mentioned earlier, it is very difficult to find relevant websites that would link to my website. That is the reason, I am ready to spend effort on doing this complete setup of different websites (hosted on different servers). I will keep you people updated on how this goes on.

They keywords are low competition.

The site is with extension .EU and currently, hosted in Amsterdam. Content is 100% BG.
I am considering moving the hosting to Bulgaria but I am not aware if it will have such a big impact.
