I sure wish those who recovered would share their secrets.

According to that quote from Google, maybe the sites that recovered didn't change anything or didn't need to change anything. Maybe the "new signals" are now classifying them as not Panda poop-worthy.

These Google spokesmen have mastered the art of saying nothing definitive when it comes to Panda. They don't want us to know nothing.

I think the panda algorithm is just getting better at designating low quality content - much like author rank or something similar?
