Google has said it's removed over 600 apps from its play store and banned the developers from future monetization programs. The apps violated google ads policy and its disallowed interstitial policy.

For example, imagine being unexpectedly served a full-screen ad when you attempt to make a phone call, unlock your phone, or while using your favorite map app’s turn-by-turn navigation.
That developers try to find the edges of the grey area between what is profitable and illegal is human nature. IMO you should blame the ad-serving company--aka Google--for serving this type of full-screen ads in the first place.

I have disabled this ad type specifically in AdSense on my sites to every show them on pages where I have the auto-ads feature switched on. They are way to intrusive for a company that once used the mantra "Don't be Evil". I use some apps on my phone where they appear and it is only because there is no alternative app available that I continue using them.
