This may be in connection with the new law in Russia on data handling practices.

Tech giant Google has confirmed reports that it plans to move engineers out of its office in Russia.

The firm said it "remains committed" to Google users in the country and told the BBC it has relocated engineers in other countries on previous occasions.

Google declined to say how many staff would be affected by the move. Google To Move Engineers Out of Russia [bbc.co.uk]

It looks to me as though the Russians are not happy about their citizens' private data being stored on foreign servers where it can be accessed by foreign government agencies.

Sounds perfectly reasonable to me. Collecting this data is of course already illegal in many countries but Google do it anyway. Rather than withdraw their engineers would it not be better to comply with the law?

Aren't Yandex (Russia's search engine) based out of Holland. I wonder if there be moving into the vacated premises. I hope Google leave the free cafe and fun stuff like slides and silly hats.

Yes, they'd rather have the data stored on the secret police's servers, where it can be devoured and analyzed by Putin's old cronies from the KGB.
