I wonder if any of the higher-ups at google shorted/sold Ebay stock during/after the penalty...
Might be worth someone looking into.

Please refresh my memory -- Why did Google penalize Ebay? Did they violate Google's webmaster guidelines? Also, is the penalty still in effect, and if not, why was it lifted?

Not sure where you're going with that Aristotle, I think that's all be discussed before.
My point is: google has the power to affect the bottom line of major, publicly traded, companies in a big ($200,000,000) way. And in turn, affect the company's stock price.
I want to know if anyone at google with knowledge of this penalty/action/algo-effect made money from the downturn of Ebay's stock price.

If they did it would be a criminal matter. I can't imagine any of them being so stupid as to do that. An interesting possibility, though, for stock price manipulation.
