YouTube Partner Program, why my application was turned down?

Anybody knows how Youtube makes the decision? Youtube does not clarify the criteria for Partner Program.
I work for a university department and we have weekly speakers to cover a variety of topics.

No one except google/youtube really knows but it is based on how many subscribers, viewers, how often videos are uploaded, and some other stuff... go to the partner page and they will tell you if you are qualified to take one based on the automated review. that will save you time...
