I also wonder how effective it'll be.

Mayor Michael R. Bloomberg today announced the launch of a new outdoor public WiFi network in Harlem accessible to all users at no cost. The Harlem WiFi network will extend 95 city blocks, from 110th to 138th Streets between Frederick Douglass Boulevard and Madison Avenue making it the largest continuous free outdoor public wireless network in the nation. The network, which will be rolled out in three phases in coordination with the city’s Technology Development Corporation and the Department of Information Technology and Telecommunications, will increase digital access for approximately 80,000 Harlem residents, including 13,000 public housing residents, as well as businesses and visitors in the area. The free public network will serve the community for an initial five-year term and is funded through a generous donation from the Fuhrman Family Foundation to the Mayor’s Fund to Advance New York City.Harlem, New York, To Get Largest, Free Public WiFi Network [www1.nyc.gov]

If the area in question is Harlem, it will take more than free WiFi to make inhabitants feel lucky.

your concept of harlem is outdated.
a 2-bedroom apartment in harlem can easily exceed half a million dollars.
since 2001, the offices of Former PotUS Clinton have been located in harlem.

A 2-bedroom apartment anywhere else in Manhattan can easily exceed ten million dollars. I checked. There appears to be no upper limit. If you set $500,000 as your ceiling, you're basically looking at Harlem with the occasional Lower East Side. (I thought this area had been gentrified to East Village, but apparently I missed a chapter.)

i'd still call a $500K apartment on the island of manhattan AND free wifi lucky.

and 500 wouldn't be close to the ceiling - for 500 you've probably got a looong walk to the 125th st station.
but starting soon (or maybe next year if you're in one of those $500K apartments) you'll make that walk while connected to free wifi, so the real estate in harlem will go up accordingly.

I'm in the target area (phase 2 - February), but I doubt we'll drop our cable internet connection when the WiFi comes. I can't imagine Netflix will work very well over free WiFi. In fact I may even switch from cable to fiber when we get that option (hopefully in the next year). But the good part is that if our internet connection goes down I'll have enough internet access to keep me working.

Lucy - Harlem has changed drastically over the past 10 years or so. A modestly sized (but relatively new) 2 bedroom condo on our block just sold for over $1M. A gutted townhouse shell sold for $1.3M. Still, those prices are considered "affordable" for Manhattan where the average apartment costs $1.48M.
