Company A attacks site B with a DDOS. BUT...they do so in a country where doing a DDOS is legal.
Site B attacks site A in return with another DDOS.
Is site B wrong? Is site B even doing vigilante justice?

site B must do something far worse then just a DDoS attack. Make a statement so Site A doesn't make the same mistake twice.
