I called couple months ago, Bill Me Later told me i had to do 20 mill a year to be able to accept it on our site, anyone know anything about this?

Yeah, it's $20 Million in total gross sales (doesn't have to be just online sales, just $20m total company-wide).

i wish it was only a fraction, i'm sure they have their $$$ reasons, but it would definitely help grow the program

Do you mean PayPal's Billmelater? [paypal.com] If not maybe the PayPal version will work for you?
