As it seems Paypal acquired a banking license in Luxembourg and will move it's European headquarters from Britain to Luxembourg. I just received an email notification announcing the change and their new conditons of use.

It will be interesting to see if this will boost Paypals credibility when they are officially a bank. They also updated their conditions of use. Some interesting changes like 350 pound penalties for certain violations of the conditions.
