How do i go about contacting a domain owner

I'd like to make an offer to purchase a domain name that in it self is worth a lot, but it not being used by its current owner (forum/article content that has not been updated for 3 years).

When I do a who is i find:

Network solutions offer a feature where i can place a offer, but they require all my credit card details (insert roll eyes icon here)

I'd rather talk directly with the domain owner.

Some help is appreciated.

Network Solutions says that email sent to a registrant's privacy email address "will be filtered for spam and forwarded to your designated e-mail account". (BTW, the addresses change every ten days.)

It wouldn't surprise me if NetSol has configured their spam scanning software with the keywords "offer", "sell", "interested" and the "$" character ;-)

That said, you might try emailing an offer.
