I have been doing off-page submissions from long time, but now i am fed up because i am getting all paid or broken sites for business listing, is there any way to find or to get new business listing site which are free to list business.

The day of the business directory has mostly passed. It's just not the way users look for services any more. There might be a few niche-specific sites that do well, and you might be able to pick up some traffic from local directories. But if you're hoping for better rankings, I would suggest you completely avoid "free for all" directories. It sends a message that the only one vouching for your site is yourself.

The only exception to what Andy posted is citations, and to an extent micro data that is sometimes used within business listings. For example reviews or ratings that Google may present within the serps.
When it comes to business directories there are thousands of them... only the top 4 will send you any meaningful users. It can also be difficult to determine just how much business a specific directory is sending you.

Chamber of Commerce sites business trade association sites still have some value as they help Google figure out what you do and where you are. I've never seen ANY visitor traffic from them other than my own test click.
Yes, many are paid links and Google knows that. FWIW most of those links are no-follow and Google has said they prefer that.
