I've changed the title of your thread a bit, to broaden the topic from "Sweden" to a more global issue. Hope you don't mind. I changed the title in an effort to have the thread comply with the Directory Forum Charter [webmasterworld.com].
I think the "Open Directory Project", also known as either "the ODP" or DMOZ, is a good place to start.

What I'm interested in learning is this: Besides checking the ODP or using Google to perform a generalized search are there any other tools or listings of country specific directories that do a decent job of describing the "foreign language" directories?
It's a big world. How do we go about finding all those country specific directories if we don't speak the language?
How do we find "foreign directories" that might also offer foreign language listings - such as a Swedish language directory that may also allow listings in English or that might have an English language subset of listings?

Finding ones that allow listings in other languages will be much harder, though. I know of several good directory lists in English, but none of them allow you to sort them by which languages they will review. There's probably a gap in the market for such a list.
