Hi everyone,
How would I be able to implement a 301 permanent redirect from my www.website.com/index.html page to my www.website.com/ page via OpenCMS/7.5.4

it makes most sense to do this in your httpd.conf or .htaccess using mod_rewrite (i.e. at the server level, rather than at the CMS level)
RewriteEngine On
RewriteRule ^index.html$ [
website.com
...] [R,301]
