Youtube's CEO, Susan Wojcicki, beleived ther E.U.'s "Article 13 as written threatens to shut down the ability of millions of people -- from creators like you to everyday users -- to upload content to platforms like YouTube. And it threatens to block users in the EU from viewing content that is already live on the channels of creators everywhere."

Clearly, YouTube is concerned.
I wonder how it will affect the huge amount of content on the whole of Youtube.

IDK, and I doubt anyone knows for sure.

I would imagine there's a massive amount of copyrighted material up there that shouldn't really be there, or should provide better acknowledgement to the copyright holder.
