He may have his own server. But unless he's huge, he's subletting his access from someone else. Find out who's directly upstream.

Some registrars get interested when a domain under their jurisdiction has no valid contact information. (On paper, all registrars are supposed to care. Whether they really do or not is another matter.) That doesn't mean real name and physical address, just an e-mail address that isn't bounced back as No Such Person.

I am not 100% sure I understand what you are saying. Do you mean search for his ISP?

When I look at his DNS records, the name servers are the same as his URL.

If I do a whois query on his IP address, it lists a DIFFERENT company in a different state.

When you say ISP do you mean IP? Most ISPs don't include that kind of upstream support.

Yes, that's what is going on. The offender may have his own physical server. But he also needs a connection to the internet. (Rough analogy: You can own a physical telephone. But you also, separately, need to pay for phone service.) That's the part he is getting from-- apparently-- Unified Layer.

Unfortunately "Layer" is one of those name elements that immediately lead you to expect the worst. (Another is "Rack". You could make a list.) So they may or may not care. But it can't hurt to ask.

I did try searching for unified layer and they seem to be doing a good job of making it difficult to contact them as well.

Instead of trying to take down his server or stop his ISP, why dont you just have google and bing delist him? I think that would be a much more effective starting point. Log into webmaster tools and file a dmca complaint.

Is UL disguising the IP address? Looks like they've gone out of business. Normally these are a real pain in the rump. Without looking at the domain name it's hard to say. The set-up doesn't mean they necessarily have their own sever. Three dollar shared hosting can do the same. I've chiefly run across this with illicit pharmacies, sites utilizing a lot of stolen content, or even competitors.

It looks to me that he does a couple of different things, acting as a web designer for a particular style of web sites.

It looks like so far they stole my content and they left it just on the "back burner." They haven't done anything to monetize it yet.

If you have a moment, I hope you can take a look at it.

I'm dealing with a guy that host over seas. I've contacted a few major players IE godaddy.com, they have been very helpful.

Check his site on the way back machine. You might see he had adsense at one time.
