Generally not... most RSS feeds I've seen are clearly marked "Private and personal use only"

If in doubt, ask the RSS publisher. Some are actually designed for syndication (i.e., being published on other sites, usually in exchange for one or more links back to the originating site).

Of course you can use RSS feeds on a site - RSS is a syndication format made for that purpose.
