Do you need a disclaimer or Terms of Use for all of your websites?
Could you link all of the disclaimer and Terms of all your websites to one page using a separate domain but mentioning that all websites are affiliated?

I would put one on all the commercial sites

no way. that would show everyone your entire web real estate and it would make it easy to duplicate.

If you want to use the same text on all the sites but are afraid of dup content or too lazy to do it...

  • for dup content, ban discl page with the robots.txt
  • for laziness, use an include with the name of the site and you only have to change that include and it changes the whole disclaimer

I use one on all my sites (or try to), specifically educational/informative ones. Just to make sure that people realize that there's no liability here - this is for entertainment and educational purposes only etc etc

1)Yes, you need a disclaimer of the Terms of Use for all your *commercial* websites
    and
2)No, I don't believe it is a good idea - you'd better have a separate Terms of service for each of your websites.

Yes. I think that every website (not personal sites) needs a disclamer/terms and even a privacy policy
